As many of you know, TCN has many charitable projects that it supports directly, and others that it supports through Donor Advised Funds.  In August, 2006, a new Federal Law was passed called the Pension Protection Act of 2006.  Part of the law relates to Donor Advised Funds offered by Charitable Organizations, such as the one offered by Trust Counselors Network, Inc.  The new law does not affect the general operations of TCN. Nor does it affect the way it directly supports other public charities and charitable projects.  The main impact of the law is on how our Donor Advised Fund program functions, and in most cases, it does not change the way most donors use their Donor Advised Fund Accounts.

Our Donor Advised Fund program will therefore remain intact.  A Donor Advised Fund is an account at TCN which is established by an individual or family, and to which the individual or family expects to make the only donations to the account.  The individual or family will not perform any fund-raising activities, and cannot receive any distributions back to themselves, or to others related to them or under their direction as advisors, employees, etc.  Read the Pension Protection Act of 2006 for a more detailed description of these "disqualified persons" or firms.

We restrict distributions from your Donor Advised Fund only to other qualified public charities, including bona fide religious organizations, such as churches, and registered 501(c)3 tax exempt organizations.  We do not permit distributions from your Donor Advised Fund to the TCN General Fund, or to one of the  "Field of Interest Funds" (FOI Funds). 

If you have an interest in operating a charitable project, you may apply for the creation of a project, and to become the Project Manager, under our Field of Interest Program.  You may not make any personal donations to a Field of Interest Fund Project in which you are serving as Project Manager, or in any other leadership capacity.  Nor may any "disqualified persons", as described under the PPA 2006, make a contribution to any of our Field of Interest Funds in which you are serving in a leadership capacity.  As Project Manager, you are expected to raise all of the funds for the project from "public sources", which means from any source other than from "disqualified persons".  You may request disbursements to individuals and corporations for compensation, expenses and expense reimbursement related to the charitable purpose of the Project, but no disbursements will be made to "disqualified persons".

You may make a request to establish a Project under the direction of TCN if the project fits in one or more of our Field of Interest Funds. The descriptions below are brief, and the FOI may have a broader mission than the summary stated below.  If your proposed project does not fit into one of those categories listed below, do not hesitate to contact us.  We may be interested in creating an additional Field of Interest Fund:

FIELD OF INTEREST FUNDS:

The Children and Youth Fund - to support programs reaching out to youth and the parents of children who need support in the rearing of their children.

The Community Benevolent Fund - To provide financial and material support to individuals and families in need. This fund may also benefit special projects conducted in the community for the public good.

The Family Development Fund - To provide support, protection and encouragement in the development of strong families.

The Education and Scholarship Fund - To support individual students and educational institutions

The Emergency Health and Relief Fund - To provide an outreach program into communities needing health resources, food or other resources and services as a result of some unpredicted or catastrophic event.

The Mission Fund - To support ministries both domestically and internationally of all types, including spreading the Gospel and providing humanitarian services.

The Building Fund - To provide assistance in the construction of Churches, Schools and other facilities used in Christian education, including the acquisition of real estate.

Grants to various Projects from the Field of Interest Funds are reviewed and approved by the Field of Interest Committee (FOIC) assigned to each Fund.  The grant request procedure is relatively simple, and we will supply to you the documentation that is required.  We invite you to explore the opportunity of serving with us as a committee member.  This is a very important role, and you can make a significant contribution to your community by serving with us.
